The BCNA Committee invites you to the second social event for 2014. This event will be held at 7.00PM on Tuesday 13 May at Dalmatino Restaurant, located at 280 Bay Street Port Melbourne
The menu at Dalmatino has a Croatian theme and a previous dinner at Dalmatino was enthusiastically received by the members who attended. Your Committee has arranged a two course menu comprising a shared entrees and a selection from four main courses. Coffee and a small sweet is also included. The cost is $45 per person (paid in cash on entry). Drinks are available at a cash bar. We encourage members to invite friends who are not yet members of BCNA so that they can hear about the work of the Association.

Your Committee is organising ongoing functions for 2014 at approximately three monthly intervals. You may wish to diarise the following dates: 12 August  and 18 November. We will advise further details as each date comes closer.

BCNA’s aims and aspirations include “providing a forum for all residents of Beacon Cove and abutting neighbourhoods to discuss key local issues with a view to preserving and enhancing the quality of life within the area”.


1-7 Waterfront Place – update

Following the C104 Planning Panel hearing in December the panel has issued its recommendations to the City of Port Phillip (CoPP).
If CoPP does not adopt the panel’s recommendations by incorporating them into Amendment C104 it must detail its justifications and satisfy the Department of Planning.  Following the satisfactory outcome of that process it is likely that the final Amendment C104 Design Guidelines for 1-7 Waterfront Place will be approved by the Minister.
Separate from this process, all parties to the VCAT action to discharge the restrictive covenants on 1-11 Waterfront Place must advise VCAT in writing that they are ready for a hearing. The developer has recently asked for mediation.
The developer also still has in place a Supreme Court action to discharge the restrictive covenants; however the developer has until 11th June 2014 to trigger the next set of actions by filing and serving its affidavits. Clearly whether they take this next step will depend on the outcome of the VCAT action.

C73 Planning Amendment – update

The City of Port Phillip has advised that documents relating to the amendment of titles to conform with the requirements of Planning Amendment C73 have been lodged at the Office of Titles for processing. Participating owners should expect the return of their titles by early May. 

Port of Melbourne Activities

Webb Dock: BCNA continues as a community representative on the Webb Dock container terminal project. By and large BCNA is happy with its advisory role, however some other representatives feel that more information could be provided and in a more timely manner. The roads, signals, walking paths and bike trails are being discussed in March as are the landscaping, noise walls and observation deck at Webb Point.
In another few months there will be negotiation with the successful bidder for the International Container Terminal and the Empty Container Park – it is at this point that the final design has the potential to impact the noise, light and environmental amenity for residents. There has been agreement to upgrade the earth bund along Webb Trail to a full 2 metres tall as a sight and noise barrier.
Heritage Crane: A low profile opening ceremony is imminent for the Heritage Crane at Finger Pier and at that time the construction fences will be removed, allowing community access.

Beacon Cove Promenade (shared cycle path)

Some time ago the City of Port Phillip announced changes to the waterfront promenade in front of the high-rise apartments, including black pave-coating of the cycle path and temporary conversion of the cycle path to a shared pedestrian/cycle path.
BCNA made repeated representations* to the City Council regarding the promenade, particularly addressing the undesirability of the black pave-coating – to no avail. The pave-coating and signage has now been undertaken (with green sections at crossing points).
Council has indicated that it intends to return the former cycle path to non-shared status once ramps for the disabled and for pushers/strollers have been erected to complement the present steps along the pedestrian path – although this may not occur for some years due to funding issues.

The Committee organises regular dinners at local restaurants for BCNA members and their families and friends. The most recent was held at Mardo’s Wine Bar in Crockford St on 11th February.

Fishermans Bend – Our New Neighbour

Beacon Cove /Port Melbourne will have potentially 80,000 Fishermans Bend residents in an area of 240 hectares making it the largest development site in Australia. Although it will take 40 years to complete at 1000 dwellings per year, our near neighbour will potentially strain our existing infrastructure, roads, public transport, schools etc
BCNA is now affiliated with the Inner Melbourne Planning Alliance (IMPA) a not for profit association that brings together community and representative groups to participate in this development.

Port Melbourne Waterfront Re-activation

CoPP has engaged Consultants and hosted two workshops to involve the community with its waterfront re-activation proposal; the process is designed to complement the Urban Design Framework (UDF) that was split from the 1-7 Waterfront Place deliberations.
The process aims to develop small and vibrant support for local business that has been struggling in recent years. Port Melbourne with its increased population of 14,500 people, the waterfront has around 600,000 visitors and tourists p.a. - the challenge is how to shape the future precinct and develop its unique qualities.
Making the area more visitor friendly and enticing bicycle riders walking groups and the community to socialise using the hospitality and recreational facilities would be a boost to local restaurants. The workshops presented a range of ideas, including the establishment of an advisory committee of community/business/Council representatives will be assessed by the Council.

BCNA is your local community association working for Beacon Cove and abutting neighbourhoods. The more members, the greater can be our influence when acting on your behalf.  Under new Rules the membership fee for July 2014 to June 2015 has changed from $10 per household to $5 per individual (or $20 for five years).We ask that couples now take up dual membership @$5 each.
Membership renewals for 2014/15 are due by 1 July 2014 (reminders will be sent early June).
